An 1880s Puzzle Card advertising U.S. made Waterbury Watches, which were very popular in England at the time.
The puzzle represents one of the many lost opportunities in resolving the Irish Problem. On this occasion it was trying to get Lord Salisbury and Gladstone to agree on Home Rule.
